Haiti – Attack on the General Hospital : Report of the Monitoring Commission

Following the attack by armed individuals on December 24, 2024 at the State University of Haiti Hospital (HUEH), commonly known as the “General Hospital”, which left 4 dead, including 2 journalists and 1 police officer, and 10 injured, including 4 in serious condition https://www.icihaiti.com/en/news-43943-icihaiti-insecurity-attack-on-general-hospital-death-toll-rises.html , Patrick Pelissier, the Minister of Justice and Public Security, set up a Commission to monitor the care of victims and their parents or dependents in accordance with the commitments made by the Prime Minister https://www.haitilibre.com/en/news-43928-haiti-flash-the-government-takes-care-of-the-victims-of-the-attack-on-the-general-hospital.html
Since its set up, the Commission undertook several concrete actions to meet the immediate needs of victims and organize structured support :
Actions already carried out :
Meeting with the families of victims :
A meeting was held to present the objectives of the Commission. During this meeting, immediate financial aid was distributed to each family to cover urgent needs, such as medicine, food and other essential expenses. This measure helped alleviate the suffering of the families and the injured.
Funeral management :
The Commission worked with the families of the deceased victims to organize dignified and respectful funerals. The Government allocated funds to each family to cover the costs of the ceremonies, taking into account the wishes and needs of the relatives.
Classification of victims :
The victims were classified into three categories: deceased, seriously injured and less seriously injured. This classification made it possible to better organize the medical and financial follow-up of each case.
Identification of beneficiaries :
A rigorous collection of the necessary documents was launched in order to guarantee a fair and equitable distribution of compensation. Families were assisted in completing their files and speeding up administrative procedures.
Medical care for the injured :
The commission ensured that the injured, particularly those in critical condition, received the necessary medical care without interruption.
Meetings with the competent authorities :
Regular meetings were held with the Minister of Justice to monitor the progress of actions, overcome obstacles and strengthen coordination between all parties involved.
Ongoing actions and next steps :
The Commission continues to work tirelessly to finalize the actions undertaken and ensure sustainable support:
Follow-up of victims’ families :
Communication with families remains continuous to address their concerns, reassure them and keep them informed of the progress made.
Finalization of the files of the beneficiaries :
Administrative procedures are continuing to ensure rapid and fair compensation for the families in accordance with the commitments made.
Publication of the final report :
A report detailing the results obtained and formulating recommendations to improve the management of similar crises will soon be submitted to the Prime Minister and made public.
The Government, through the Minister of Justice, reaffirms its total commitment to the victims of this tragedy. The Prime Minister insisted that all necessary measures be taken to honor the memory of the missing, support the injured in their recovery and bring the perpetrators of this despicable act to justice.
