洪森表示，热烈欢迎习近平主席对柬埔寨进行国事访问，此访对柬方意义重大。在习近平主席和中国共产党坚强领导下，中国顺利实现去年增长目标，并取得令人瞩目的科技创新成就，柬方表示衷心祝贺。中国是柬埔寨最坚定的支持者、最可依靠的合作伙伴，中国的支持为柬埔寨经济社会发展、人民生活改善作出重大贡献，柬方深表感谢。柬方坚定奉行一个中国政策，支持中方在台湾、涉疆、涉藏等问题上的立场，反对任何势力干涉中国内政。柬中之间有着铁杆友谊，两国决定构建新时代全天候命运共同体，将百尺竿头更进一步，推动双边关系高水平、高质量、高标准发展，始终携手并进、风雨同舟、命运与共。柬方愿与中方加强战略安全合作，扩大双边贸易，欢迎更多中国企业赴柬投资，推动深化人文交流，深入打击网赌电诈。柬方高度赞赏中国为世界和平和可持续发展发挥的建设性作用，支持中方提出的共建“一带一路”合作和三大全球倡议，这有助于维护国际社会共同利益，促进世界和平安全稳定。贸易战、关税战损害各国正当利益，引发国际局势动荡，柬方愿同中方加强合作，携手应对各种风险挑战。
